    Central Asia to engage with new EU envoy Eduards Stiprais in March

    The Council of the European Union has appointed Eduards Stiprais as the new EU Special Representative (EUSR) for Central Asia. He will assume his duties on 1st March 2025, with an initial two-year mandate, succeeding Terhi Hakala in the role. Stiprais’ appointment comes at a critical time for EU-Central Asia relations, as the bloc seeks to deepen engagement with the region on the basis of shared values. His primary responsibility will be to promote political and economic cooperation, strengthen stability, and encourage regional collaboration among Central Asian nations.

    He will also work to advance democracy, rule of law, good governance, and human rights, aligning with the EU’s broader strategic objectives in the region. In fulfilling his mandate, Eduards Stiprais will operate in close coordination with the High Representative of the EU for Foreign Affairs and Security Policy. He will also work with key international organizations, including the Organisation for Security and Cooperation in Europe (OSCE) and the United Nations (UN), to enhance diplomatic efforts and ensure regional stability.

    The appointment underscores the EU’s commitment to reinforcing its presence in Central Asia, a region of increasing geopolitical importance. The EU has long maintained a focus on fostering stability and economic growth through trade agreements, development projects, and energy cooperation, seeking to balance strategic interests with regional dynamics. As an EU Special Representative, Eduards Stiprais will also play a role in enhancing the EU’s diplomatic visibility and improving coordination with member states, regional stakeholders, and international partners.

    These efforts aim to make EU policies more effective in addressing key regional challenges, including security threats, economic diversification, and governance reforms. EU Special Representatives are appointed to address specific regions and thematic issues of strategic importance to the bloc. Their work supports the EU’s foreign and security policy objectives by engaging with local governments, international institutions, and civil society organizations.
